The Bill (Reg.№4615) envisages the amendments to the current law regarding the determining of certain rules of delegated authority to the regional and district councils by certain local state administrations.
During the discussion, the members of the Committee expressed certain remarks to the Bill. In particular the issues touched upon in the bill should be scrutinized through complex approach in the context of territorial power organization reform on the regional level through the implementation in regions and districts of total self-government. The changes suggested by the Bill are impossible without the preliminary introduction of the amendments to the Constitution of Ukraine.
